French business delegation keen on urban infrastructure development

Representatives from a ten member business-delegation visited Colombo on March 4 and 5 . This business delegation comprised of French companies in the field of urban infrastructure, especially transport. French companies present in India and Singapore were also represented during this mission. Participating French companies included Alstom Transport, Bouygues Batiment International, Dassault Systemes, DTP Terrassement. Egis International, Signes-Paysages, Systra, Veolia Transport RATP. Vinci Concession and Unibridge.

The main area of interest for the business delegation was the modernization of urban mass transport systems.

The renovation and electrification of the urban rail network as well as improving road access was also discussed with the local authorities. During most discussions, financing under public – private partnerships was considered the best option and the participating French companies took note of the investment concepts put forward by their counterparts..

The Central Bank on behalf of the Government will issue Sri Lanka Development Bonds (SLDBs) of US Dollars 60 million in 3 year tenors to eligible investors for subscription at a rate of US Dollar 6 month LIBOR plus a margin to be determined through competitive bidding.

The offer was opened from March 3 for bidding with the settlement on March 17. Foreign and local commercial banks operating in Sri Lanka subscribed at the auction. The offer was oversubscribed by 3.1 times with total bids received amounting to USD 187 million. Considering the high demand for SLDBs and providing an opportunity for investors to invest their funds for a longer period, it was decided to accept the entirety of US Dollars 187 million in 3 year maturities at the market determined rate of USD 6 month LIBOR plus a weighted average margin of 400 bps. The US Dollar 6 month LIBOR rate as of March 10, 2014 is quoted at 0.3318 percent.

The SLDB issue was executed in terms of Section 2 (a) and 2 (c) of the Foreign Loans Act No. 29 of 1957 as amended. The SLDBs are transferable by endorsement, delivery and registration with the Superintendent of Public Debt of the Central Bank of Sri Lanka. Eligible investors may purchase SLDBs in the secondary market through Designated Agents appointed by the Central Bank.

Lanka aims for US$ 4.2 Billion tourism revenue

Sri Lanka is aiming to generate revenue in the excess of US$ 4.2 billion from tourism in 2016. In addition the island will also look at attracting 2.5 million arrivals for 2016.

These would be more than a 50% increase of revenue and arrivals from the 2013 figure. This target was spelt out by Dr. D. S. Jayaweera, Director General Sri Lanka Tourism, at the ITB Berlin Sri Lankan press conference and event which was well attended by the international media. Sri Lankan Tourism did not host this press conference at the last WTM in London in November.

Sri Lanka is already experiencing new record visitor numbers and a total of 1.27 million visitors in 2013, an increase of an enormous 26.7 percent compared to the previous year. With 85,470 arrivals, the number of travellers from Germany has increased by almost 20 percent compared with 2012.

The revenue generated from this segment was US$170 million last year. That makes Germany the most important tourism market after India and the UK. The average duration stay per visitor increased from 10 days in 2012 to 11 days in 2013.

The strategic development plan of Sri Lanka Tourism strives for 1.5 million visitors in total (130,000 from Germany) in 2014, 2.5 million in 2016 and 4 million in 2020.

“At the same time tourism related employment is expected to increase and the economic benefits of tourism will be distributed to a larger cross section of society.”

Dr Jayaweera said the tourism industry will provide over 500,000 direct employment opportunities by 2016 which once again will be an increase of over 60%. He also predicted construction boom in the industry where the current room strength of 16,614 will increase to 40,000 by the end of next year.

It is also expected that tourism will move up and be among the top three foreign exchange earners for the country. Subsequent to the press conference Sri Lanka Tourism also launched a Sri Lankan Taxi promotion with 75 taxies carrying the Sri Lankan elephant in Berlin.

Ambassador to Sri Lanka in Germany, Sarath Kongahage said that this is the first time that 75 taxies were used for a promotion of this magnitude.

Durian plantation in Minuwangoda

The Gampaha District Agricultural directors’ office has commenced a 30 acres Durian Village programme in Mabodala in the Minuwangoda divisional secretariat area. This programme was launched under an island wide fruit village creating programme by the Gampaha, said District Agricultural Director Nelson de Silva.

Thirty farmers were trained under this programme and given 150 Durian plants. Another 450 plants were distributed among farmers as a part of the second stage of the programme. Assistant Director General (Technical) Agricultural Department and other officers participated at the occasion.

The distributed plants were processed under high quality standard in the planting centres of the Agricultural Department. Durian is a highly demanded fruit in the local market.
