The Deputy Minister of Finance and Planning, Sarath Amunugama stated in Parliament that Casinos are one of the tax revenue generating sources in Srilankan Economy, where the Casino industry is approximately contribute Rs. 500 Million for government revenue as taxes.

It was also revealed that a fifth casino was established in the country in 2013. As a result, the government would thereby earn total of Rs.500 million through the taxation of those five casinos.

Sri Lanka would add 10,000 hectares of rubber plantation to the North East in three years, said Minister of Plantation Industries Mahinda Samarasinghe.
Speaking at the 95th Annual General Meeting of Colombo Rubber Traders Association at JAIC Hilton, he said that plans were mooted to complete 1,000 hectares by the end of 2013.
The Minister said that Sri Lanka producers only 2% of the World Rubber Market and the increase of production was a prerequisite to increase that percentage. “This is the reason we decided to increase production and looked at the North East to grow rubber.
He said that they are also hoping to open more rubber nurseries which would be managed by the Rubber Development Department. He said that they were also working closely with the Divi Neguma movement to increase production and their focus was more on ‘small holders.’ He also requested the private sector to set up more factories.

The Government should venture into developing new areas in the Eastern and Northern provinces where trials have been conducted and have been found to be suitable for plantation in the future, bearing in mind and considering the enormous financial expenditure outlaid by the Government on infrastructure development in those regions for the benefit of its people.

The construction of the floating market at Bastian Mawatha, which is part of the Colombo City Development Project, implemented by the Urban Development Authority is complete.
Thousands of people including foreigners visiting Colombo can buy products at this market where 92 stalls have been set up to sell local products.
This floating market also targets foreign tourists interested in purchasing local products. Vendors who operate in the area adjacent to the market without any facilities will have stalls at this market.
A restaurant where food is served has also been set up with modern public facilities. The public can enjoy food here with a breathtaking view of the Beira lake in a lush and green environment.
The area adjacent to the market complex has modem sanitary facilities and a vehicle parking area. This part of the Beira Lake was earlier covered with unauthorised constructions.
The floating market project is implemented as a part of the Colombo City Development Project by the Urban Development Authority on the directive of Defence and Urban Development Ministry Secretary Gotabhaya Rajapaksa.
The construction was carried out by the Sri Lanka Army and the Navy. The construction activities were carried out under the supervision of UDA Chairman Nimal Perera and Director General Harshan De Silva and Additional Director General Brigadier Samantha Jayasundera. Chartered Architect Thushari Kariya-wasam is in charge of the overall designing and the management of the project.
The first ever floating market in the county is to be declared open soon, the Urban development Authority (UDA) said.
The market situated in Pettah is being constructed on the Bara Lake adjacent to Bastian Mawatha in Pettah.
The UDA had earlier plumed to open the market before the Sinhala & Tamil New Year but numerous requests mate by vendors asking more time to resettle had delayed the market from opening.
In response to the vendors’ request the UDA had directed that more time be given to vendors to continue business as a relocating process immediately before the New Yea may adversely affect their businesses.
Selected vendors from the Olcott Mawatha in Pettah would be relocated in the market that would have 92 shops of which 78 would be allocated to local businessmen and remainder to exclusive brands.
A high end restaurant is also being established in the waters, previously media reports on the market stated that priority would be given to leather, brass, musical items, hand bags, shoes and also fruits and fancy item. When allocating shops in the market, the timber decks and bridges have been built to facilitate trading.

The report further said the work on the second regional hospital is also in progress.The two other major players who operate privately owned regional hospitals in the country are Hemas Holdings and Asiri Hospitals group.
Nawaloka also expects to position the hospital in Negombo as a medical tourism destination as ‘’it lies within an area of geographic relevance and importance to the tourist”.

MOS Lanka Holdings, a Sri Lankan based diversified company in Russia is negotiating with a Russian Medical University to set up a University in Sri Lanka. “This Russian University is keen to set up a University in Sri Lanka so that they could also have an intake of students from the South Asian Region.
He said that they are also in talks with a Sri Lankan private sector hospital so that they could get their assistance to train students who study in this proposed University. “We are now currently working with government authorities to obtain the necessary approvals”.

Forty secondary schools started using new mathematics e-learning programs to boost students’ mathematics ability and to determine if e-learning should be incorporated into mathematics lessons nationwide.
“Boosting mathematics skills and critical thinking is essential in today’s modern world. Computer technologies can complement regular classroom teaching in a way that can bring everyone up to international levels in an individual way,” said Asian Development Bank’s (ADB) South Asia Department Director Sungsup Ra.
Under a $ 725,000 grant, ADB has translated the mathematics e-learning programs of Khan Academy and Math-Cloud into Sinhala.
These will be used in 20 schools each as part of daily a mathematics lessons on a six month trial basis through to the end of 2014. Student performance will then be assessed to determine how effective the programs were in boosting students’ mathematics achievement and confidence.
In many developing countries, the quality of education suffers due to weak teacher training, inadequate school facilities and equipment, and outdated curricula.
Although many governments in Asia see the value of introducing information communication technologies into schools, the focus has largely concentrated on providing computers and other hardware, rather than the software and computer programs needed to make use of them. The result is that many students in the region leave school with an education that is ill-fitted to a modern global economy.
In Sri Lanka, around half of 16year olds have to retake the exams necessary to advance to their last two years of schooling. The government has been working to find ways of improving the quality of mathematics education in the country’s 9,905 schools, including introducing more software-based platforms to promote more dynamic learning and teaching.

The Shangri-La hotel chain, which will be initiating Sri Lanka’s first seven star hotel, has revised its plan of construction and has decided to increase their investment to US $450 million, excluding the cost of the land and along with an increase of rooms from the initial 500 to 625. The hotel is to be built on 10 acres of land overlooking the Galle Face Green.
The land was initially bought in 2010 with a price tag of US $ 125 million and the approval for the construction was received in the same year. With the increase of rooms and a newer plan already paving the way for the new building, the deadline has also gone up, with hopes for the project to see completion in 2017, though the preliminary plan was to finish the project in 2015.
The proposal for the new project has already been approved and the tax concessions will remain the same. With the project seeing fruition, the Electricity Board (CEB) will also have to shift one of their high-tension cables which is getting in the way of the construction and therefore, there are discussions underway between the relevant authorities with regard to this.
Shangri-Ia Colombo will comprise of a sushi bar, steakhouse, seafood market and Irish pub, specialty restaurants with Indian, Islamic, Szechuan and Macanese cuisines, a Sky lounge, meeting facilities, a swimming pool, spa and tennis courts.

For the first time in Sri Lanka, MLM Associates will be designing and constructing an ice skating rink in conjunction with the cable car project which was set to be erected in Nuwara Eliya between Lake Gregory and Mahagastota. The entire project will be – completed at a total investment of US $25 million.
The cable car project was due to be completed in April this year but due to difficulties and a lack of support from the Forest Department in the clearing of lands for the construction of permanent structures, the project had to go through a complete redesign.
Due to the redesign of the project and plans to introduce the ice rink along with a gym and a hot water swimming pool, the company was able to bring down the return ticket price from Rs. 1000 to Rs. 700.
We are awaiting the clearance of land in single Tree Mountain to be approved within the next two months in order to be able to work on the permanent structures as the project will also include a luxury’ hotel. We are currently under discussions with the Land Reforms Commission (LRC) in this regard. With the cable cars, the installation and operation will hopefully be completed by April 2015.
The project is being segmented into three phases that would extend to nearly 7.5 km, with the first phase pulling out from Lake Gregory to Single Tree Mountain with an investment of USD nine million alone.
The cable cars would be dual powered; solar and wind and each cabin would have the capacity for 15 persons. Over 750,000 visitors travel to Nuwara Eliya each year and there is hope of attracting 70% of these travellers and holidaymakers for rides on the Cable car.
The Lotus Tower that Is being constructed down D.R. Wijewardene Mawatha has reached a height of 50 metres now.
The telecommunication regulatory official stated that feasibility studies for the second, phase of the project are ongoing with the finalisations to structural drawings. It will take another one or two months for the feasibility studies to be completed. Once that is done, the papers will be submitted to the Cabinet for approval.
The second phase of the project will have a massive car park and shopping mall and is being designed by the University of Moratuwa.
The first phase of the project that the ongoing construction is being funded by a loan obtained from a Chinese bank.
With communication towers, museums, food courts and administrative offices, the tower would be a communication hub for both public and private sectors. The Lotus Tower will stand 350 metres in height and will be the tallest building in the country once completed.
Authority (UDA) is to begin constructing seven new housing schemes in Colombo for low- income earners.
The authority said its target was 10,000 housing units under the new phase which is scheduled to be completed within 18 months. The project at Applewatta, Maligawatta, Aluth Mawatha in Mattakkuliya Madampitiya. Kimbulala, Bloemendhal and Torrington have been given to local construction companies such as MAGA, Tudawe Brothers, Access, Sierra, State Engineering Corporation, Sanken and CML MTD.
UDA official stated four new housing schemes are to be completed at Aluth Mawatha. Mattakkuliya and one each at the other sites. The houses are being built on plots of land that have been released after a number of low-income earners were resettled in recently completed government housing schemes.
Further stated that while the construction cost of one unit would be Rs. 3.5 million the complete cost of a housing unit including the cost of equipment electricity and a water supply would cost the authority Rs. 6.8 million each. The families relocated in these schemes would have to make an initial payment of Rs. 50,000 and Rs.3,000 each to cover the cost of construction.
The UDA has a target of constructing 30,000 housing units by 2015. Constructing housing schemes around the city have been a part of a large scale Colombo redevelopment plan. The project looks into issues such as flooding, garbage, the lack of open spaces and usable pavements. We have already resolved most of & them. Housing for low-income earners is the only one remaining to be resolved.
The UDA said that studies showed that there were 68,812 low-income houses in Colombo. “40,000 of them are not fit for living. We started constructing 14,000 housing units in 2011 and the construction of 10,000 is to began, We hope to complete 30,000 units by 2015.

The Central Bank (CB) has lost Rs.24.2 billion in 2013. Down from profits of Rs.66.2 billion in 2012. But the bank had transferred 25 billion rupees by way of profits to the state budget. Central Bank Governor Nivard Cabraal said yesterday
Other than interest income from its forex assets, the CB primarily makes profits from inflation, either through currency depreciation or interest from ‘domestic assets.’
Domestic assets are government securities, which tend to grow sharply when large volumes of money are printed usually to bridge the deficit or keep interest rates down, generating high inflation and balance of payment crises.
Lower Central Bank profits generally point to lower inflation in the economy he said.
Interest income from domestic assets therefore, also plunged to Rs 11.4 billion from Rs. 25.9 billion a year earlier as the CB sold its Treasury bills portfolio as the banking system recovered from balances of payments h troubles of 2011 and 2012 he added

The UDA said that it had partnered with Sri Lanka Telecom to upgrade and provide state-of-the-art telecommunication facilities to all its redevelopment projects in the country. LED screens providing information to the public and for advertising purposes will also be setup under the project.
The Rs. 60 million projects will provide the public access to free Wi-Fi at locations such as the Dutch Hospital. Race Course and the former Attorney-General’s building which is being redeveloped as a shopping complex. The authority said that Race Course complex would be the first to be provided with Wi-Fi facilities and LED screens providing information and for advertising purposes.
UDA redevelopment projects within Colombo will be provided with these facilities under the initial stage of the project. Similar facilities will also be provided for other redevelopment projects across the country soon.
One of the ancient and famous landmarks in Main Street Colombo, the Gaffoor Building, is to be renovated and reopened as a City Hotel with an investment of over Rs 200 million and will be managed by the Urban Development Authority (UDA) by the end of next year which would consist of around 70 rooms.
When the UDA acquired the Gaffoor Building, it was flooded with about three feet of sea water and the building was in a very dilapidated condition as well. At present we are carrying out renovation work there stated by Mr.Nimal Perera, Chairman of UDA.

A special bus service will introduced for the Sinhala and Tamil New year from April 7 and will continue until April 21.
SLTB Chief Operations Superintendent H.M. Chandrasiri said 5000 buses would be deployed each day, for the two weeks, around the country.
Normally there are only 4200 buses. Each day 400 additional buses will be leaving and arriving at the Central Bus Stand in Pettah. In addition to this we have laid on extra buses to all Pradeshiya Sabha divisions for the people to go to the capital and back.
Sri Lanka Railways has put on eight extra trains to Badulla, Galle and Matara. The special train to Matara that normally operates only on weekends and state holidays will also be working from April 2 to April 20.

The Bogambara Prison, which had been constructed by the British rulers in Kandy, should be preserved as an archaeological site, the Chairman of the Judicial Services Commission. Sisira Ratnayake said.
The chairman, who visited this prison, also took time to witness the uniquely constructed gallows that were situated inside the former prison and commented that by giving school children an opportunity to witness the scary nature of the gallows it could prevent them from getting involved in unlawful acts in the future.

The Ministry of Defence and Urban Development announced that the conversion of the former Pettah fish market into a gold centre was almost complete and it would be opened shortly.
The building which housed the former fish market which was shifted to Peliyagoda has been converted to a five-storey complex to house gems, jewellery and gold stores.
The Rs.400 million projects undertaken by the Urban Development Authority (UDA) is to provide better infrastructure and security facilities to the trade. Both local and foreign businesses are expected to be set up in the new building. The authority said that the Gems and Jewellery Authority would also have a stall in the premises to authenticate gems and jewellery items purchased by customers.
The ministry said renovations which began in 2012 were to be completed by October 2014 and that the building would comprise 85 commercial spaces, two banks, a food court and a parking lot with modern facilities for 700 vehicles.
While the UDA were the architectural consultants for the project, the Central Engineering Consultancy Bureau (CECB) was the engineering consultant. The construction of the building has been carried out by the Army.
