Car registrations down by 40%, three wheelers by 50% in 2017

Motor car registrations have come down by 40% on a month and month basis mainly due to drop in financing share of motor cars. The three wheeler segment came down by nearly 50%,according to the JB Securities monthly review.

Implementation of the budget proposal to restrict credit to new cars (50% LTV) and three wheelers (25% LTV) is the primary factor accounting for a plunge in registrations. The full impact of the directive will only be felt this month, the report said. However there have been a surge in Hyundai Eon cars (100% increase)According to JB Securities monthly review in contrast there have been an in increase of used cars, especially Toyota’s and also electric cars are picking up.

There was also a big jump in Hybrid used cars where Axio witnessed a large increase (200+) while there was also an increase in Mini Vans(268% increase) with the biggest mover being Suzuki Every.

“Three wheelers may be a menace on the road but it has been a huge contributor in creating inclusive growth both in terms of being a production asset (taxi) and/or personal vehicle providing mobility to the owner which in turn increases his radius of employment opportunities. ability to work flexible work hours due lo not being reliant on public transport, access to markets.

The segment also saw Bajaj losing market share to TVS,” the J. B. Securities said. The report also says that mini trucks have come down by 20% while the registration for Buses have gone up by 40%.

  • Should have passed two subjects at the G.C.E. (A/L) Examination in one sitting and passed the G.C.E (O/L) Examination in two sittings with four Credit Passes including English and Ordinary Passes for Mathematics and Sinhala/Tamil.
  • Should be an employee of the executive grade in the public/ private sector or possess an annual income of Rs.500,000.00.
  • Any other higher educational qualifications or achievements in sports will be considered as added qualifications.

 

Pay, Allowances & Other Benefits

Monthly gross pay of Officers in the respective ranks including allowances is as follows:

Commissioned Officers will be entitled to fringe benefits covering transport, uniforms, medical, food and accommodation. They will also receive opportunities of serving in overseas UN Peace Keeping Missions and to follow advanced courses.

 

Enlistment Procedure

On successful completion of basic training at the Sri Lanka Military Academy, they will be commissioned in the rank of Second Lieutenant and posted to respective Battalions.

The main cause of global warming is the release of carbon dioxide to the atmosphere. An initiative of the Forest Department under the auspices of the Ministry of Mahaweli Development & Environment, the National ‘Vana Viru Vaduma’ (Grow-A-Fighter) campaign has been developed based on the decision taken at the UN Climate Change Conference (COP21) to place forest enhancement at the heart of the global fight against climate change.

India to supply locomotives, train sets to Sri Lanka

Indian Railways has got the export order of supplying 10 locomotives and six DMU train sets to Sri Lanka. The total size of the order is INR 700crore.

Rail India Technical and Economic Service (RITES), the subsidiary of Indian railways, which had already been working as a consultant in Sri Lanka has got the order. Indian Railways have already provided locomotives and train sets to Sri Lanka and had also undertaken construction of rail lines in Sri Lanka.

Notice to General Public about Registration for Value Added Tax (VAT) and Nation Building Tax (NBT)

Changes to VAT and NBT laws are implemented with effect from November 01,2016 (unless a specific date is mentioned) as per the Value Added Tax (Amendment) Act No 20 of 2016 and Nation Building Tax (Amendment) Act No 22 of 2016.

Accordingly, any person or partnership whose value of supply/turnover reaches/exceeds the limits stated below and are not registered for the above taxes should register with the Inland Revenue Department and comply with the requirements under such Acts.

Registration Threshold for VAT

  • Aggregated supplies of goods (turnover) from wholesale or retail trade of any person or partnership reaches Rs.12.5 Mn for the first time for the period from 1st November to 31st December of this year or any consecutive three months in a calendar year thereafter.

OR

  • For any other business, if the liable supplies exceed Rs. 3 Mn per quarter or Rs.12 Mn per annum.

Registration Threshold for NBT

  • Any person or partnership whose liable turnover is not less than Rs. 3 Mn per quarter.

 

The registration for VAT and NBT can be obtained by:

  • Using e-Services available in the IRD Portal ird.gov.lk or
  • Visiting the Taxpayers Services Unit (TPSU) in the IRD Head Office or any of the below mentioned Regional Offices, by submitting an application form (available In lrd.gov.lk for download) along with the supporting documents.

It is to be noted that registrations for all taxes (VAT & NBT) including TIN can be applied at once.

No more Round Pin Plug, Government approved only Square Pin Plug from 16th August 2016

Public Utilities Commission of Sri Lanka made a new announcement for National Standard for Plugs And Socket Outlets.

Based on the recommendations by Public Utilities Commission of Sri Lanka (PUCSL), the Government of Sri Lanka announced ‘Type G plug and socket outlet”, widely known as the “13 ampere plug and socket outlet”, and commonly referred to as the “square pin” plug and socket, would be the only national standard in Sri Lanka effective from 16th August 2016.

Therefore, PUCSL requests public and all related parties to pay attention for the implementation process of the new national standard. The grace period for manufacture, import and sale of non-standard plugs and socket outlets will be as follows:

  • Manufacture and import of non-standard plugs, socket outlets, adaptors, and extension cords with universal sockets, may continue, but will be banned from 16th August 2017.
  • The sale of appliances carrying non-standard plugs may continue, but will be prohibited from August 16. 2018. Any remaining stocks thereafter may be sold after being replaced by a Type G plug.
  • The sale of non-standard sockets, adaptors v/ith multiple sockets, and extension cords with universal sockets will be banned from August 16, 2018.
  • New decision will not force to go for an internal wiring change or immediate change of existing wall sockets. If the existing 5A socket outlet come to its usable life time, the unit can be replaced by a 13A face plate marked 6A MAX on the dolly (ON- OFF switch). Accordingly the new standard would not require any premises be re-wired purely for the purpose of compliance with the new standard, and the existing wiring, according to one of the three standard sockets now in use, may remain until the end of its useful life or 16th August 2038. Whichever is earlier.
  • All new constructions, rehabilitations, extensions, etc., should follow the new national standard for plugs and socket outlets effective from 16th August 2016.

Through this systematic transition process, the Government expects the country will totally transform to the use of “Type G” plugs and socket outlets by the year 2038.

Container Terminal for Trinco Port

Prime Minister stated that the Trincomalee harbour will be developed to international level with a container terminal at the second International Colombo Maritime Conference at the Galadari Hotel. he said that the proposed North Eastern port of Trincomalee will be developed under a plan from Singapore’s Surbana Jurong.

The Prime Minister said that they will talk to India and Japan seek assistance to develop the Trincomalee Port to international standard as a public-private partnership based model with Sri Lanka Ports Authority as the regulator would be formulated. “When completed it will be able to serve the region including India, Bangladesh and Myanmar.”

He also said will support India’s ‘Sagarmala’ program of building ports around the country and will use para diplomacy to build stronger links with key Southern Indian state. “Joining the Sagarmala is an advantage for us, not a disadvantage”.

Southern Indian states and Sri Lanka could form a 500 billion dollar economy, he said. Shipping Minister said that having a partner from the Indian subcontinent would be a plus point. Sri Lanka also wanted a shipping line to be an investor, who would take over the East Terminal to bring in new volumes and prevent cannibalizing of existing traffic.

Colombo North Port terminals will be built within the next 10 years, providing another 10 million TEUs in capacity.

New technology discovers secrets of a lost Cambodian empire

Archaeologists in Cambodia have found multiple, previously undocumented medieval cities not far from the ancient temple city of Angkor Wat, the Guardian can reveal, in groundbreaking discoveries that promise to upend key assumptions about south-east Asia’s history.

The Australian archaeologist Dr Damian Evans, whose findings will be published in the Journal of Archaeological Science, will announce that cutting-edge airborne laser scanning technology has revealed multiple cities between 900 and 1,400 years old beneath the tropical forest floor, some of which rival the size of Cambodia’s capital, Phnom Penh.

Some experts believe that the recently analysed data – captured in 2015 during the most extensive airborne study ever undertaken by an archaeological project, covering 734 sq miles (1,901 sq km) – shows that the colossal, densely populated cities would have constituted the largest empire on earth at the time of its peak in the 12th century.

Evans said: “We have entire cities discovered beneath the forest that no one knew were there at Preah Khan of Kom-pong Svay and, it turns out, we uncovered only a part of Mahendraparvata on Phnom Kulen (in the 2012 survey) … this time we got the whole deal and it’s big, the size of Phnom Penh big.”

Some experts believe that the recently analysed data – captured in 2015 during the most extensive airborne study ever undertaken by an archaeological project, covering 734 sq miles (1,901 sq km) – shows that the colossal, densely populated cities would have constituted the largest empire on earth at the time of its peak in the 12th century.

That survey uncovered an array of discoveries, including elaborate water systems that were built hundreds of years before historians believed the technology existed. The findings are expected to challenge theories on how the Khmer empire developed, dominated the region, and declined around the 15th century, and the role of climate change and water management in that process.

CCTV cameras to be installed in police cells

Law and Order Minister has directed the Ministry Secretary to take immediate steps to install CCTV cameras to cover Police cells in all Police stations and ensure a round the clock observation of Police cells. Minister also directed the Ministry Secretary to submit a report containing plans to ensure round the clock observation of Police cells through CCTV cameras in all Police stations.

Army establishes new Museum in Trincomalee

The Army opened the ‘Orr’s Hill Army Museum’ at the 22 Division Headquarters Trincomalee. At the invitation of the 22 Division Headquarters of the Security Force Headquarters – East, Army Commander Lieutenant General Crishanthe De Silva, declared open the new Museum.

The open air Museum, the first-ever largest of the kind in the country, boasts of architectural marvel, situated atop the popular. ‘Orr’s Hill’, overlooking the Trincomalee harbour.

Specific exhibition areas segmented as Infantry weapons, Armored vehicles, Artillery guns and a resource person- manned audio-visual room, offer visitors a wholesome picture of the exhibits, some of which have relevance even to the colonial times. Similarly, the exhibits on display are mostly weapons that were used against the terrorists during the peak of the humanitarian operation.

All funds, generated through the Museum are to be used for welfare of families of fallen War Heroes, disabled veterans and serving Army personnel of the 22 Division. A percentage of the proceeds has been allocated for maintenance and improvement of the Museum.

On 28th September 2016 at 09.30 a.m. by the Vice chancellor Prof.Ananda Jayawardena in commemoration of the 50th anniversary reunion of the Pioneer Engineering Batch and the birth of the University of Moratuwa.

The University of Moratuwa (UoM) is the world renowned. Higher Engineering Education Institute in the country today. Over the past 5 decades of its existence, it has produced some of Sri Lanka’s leading engineers, who are today serving in most of the world. Even though the facilities at UoM have periodically been upgraded, it had been identified that there was a dire need to upgrade and modernize the Electrical Machines Laboratory to meet the current higher technological standards.

Having identified this need, The Pioneer Engineering Batch (PEB) of engineers who passed out as the first batch from Moratuwa University in 1972 decided that they would step in to design, equip and construct a new modernized, state of the art laboratory in keeping with world standards. The PEB Designed and managed the project Installation in consultation with the UoM Academic Staff. With the initial seed capital collected from within the batch, there was need for raising the balance majority of funding for the project.

Bandaranaike International Airport runway overlaying project and its cost

The Bandaranaike International Airport (BIA) runway will be renovated at a cost of US $18 million. Airport and Aviation Services (Sri Lanka) Ltd. Chairman Saman Ediriweera said. Under the project, it has been planned to overlay the runway. The BIA has only one runway and over 950,000 aircraft operations have been carried out since its’ commissioning over three decades.

The runway has been designed and constructed in the mid-eighties to meet the then requirements. The overlaying project will limit to three months from January 5 next year to April 5 and the overlaying work will be carried out from 8.00 a.m. to 4.30 p.m. daily.

During this period no flights will be carried out and airlines are informed to carry out their flight operations from 4.30 p.m. to 8.00 a.m.. Ediriweera said. “After commissioning air traffic, no major rehabilitation work has been carried out to the runway.

Therefore, the International Civil Aviation Organisation (ICAO) has recommended an overlaying of the runway to improve runway surface condition for safe operations of aircraft.” he said. In line with the overlaying of the existing runway, several airport sector development activities such as overlaying of parallel taxiways, connecting taxiways, design of new rapid exit taxiways (RETs) and by pass taxiways, installation of new airfield ground lighting (AGL) system and modification of existing apron will be carried out.

All these moves are being taken to handle a further nine million passenger per annum aiming to cater to the ever increasing passenger volume in the region. With the BIA development project being carried out in three stages, the passenger handling capacity of the BIA will be enhanced by further nine million passengers per annum and on completion, the total passenger handling capacity of the airport will be increased to 15 million passengers per annum.

The Indian government’s assistance has been sought to develop the Palaly Airport, said Development Strategies and International Trade Minister. The minister said Cabinet would take a decision on the airport in the next 2-3 months. India has been engaged in various development projects.

India Looking forward to invest on Trincomalee Oil farms and renewable energy

Over USS2 billion investments from India is envisaged within the next three to four years, said Indian Minister for State Commerce and Industry of India. She said that these investments would be in oil farms in Trincomalee, renewable energy, infrastructure and in other new areas of business.

Indian and Sri Lankan relations are now at its best and there are more investors who want to invest in Sri Lanka. They are looking for more opportunities here, she emphasized. She further stated that the Indian Petroleum Corporation together with Lanka Indian Oil Corporation would invest in the Trincomalee oil tank farm.

Matala Airport deal is on a way

Sri Lanka is on the brink of sealing a deal with Chinese and Dubai based airlines and infrastructure companies to run the operations of the loss making Mattala International Airport in Hambantota.

Minister said that there were several other bids as well. he confidence that there would be a positive message soon and the government  look at offering them a 70% stake.”

He said that the Request for Proposals for SriLankan Airlines too has been completed and a decision of the new player would be announced soon. He also said that a US based investment company too was very serious on SriLankan Airlines bid.
