A circular, which permits principals of State Schools to admit international and private school students who had successfully completed their GCE O/L to do their GCE A/L will be issued this week putting an end to the uncertainty and heated arguments on this matter, a senior source of the Education Ministry said.

Artworks should be 17” x 22” in size, and any colours such as pastels, water colours or pencils can be used, while for the Essay competition, entries can be sent in Sinhala, Tamil or English. Entries from students from Grades 6 to 9 should not exceed 300 words, while those from Grades 10 to 13 should submit essays not exceeding 500 words.
The winner will receive Rs 10,000 along with an award and a certificate, the 1st Runner- up will receive Rs 7,500, an award and a certificate, and the 2nd Runner- up Rs 5,000, with an award and certificate. Five consolation prizes of Rs 2,000 each is also on offer.

A circular in this regard has been sent by Education Ministry Secretary Anura Dissanayake to all Provincial Education Secretaries, Provincial Education Directors, Zonal Education Directors and school Principals.
According to the Education Ministry, the photography competition will be conducted according to standards set by the Photographic Society of Sri Lanka, with government and government approved private school students being eligible to apply for the competition.
The theme of the competition is “Our World As I See It”, and will fall under two categories, members of a school media society and non-members. The two age groups are below 16 years and below 21 years. Applicants should be below the age stipulated when submitting the application. A contestant can submit a maximum of four photographs.
All photographs should be digital and in jpeg/srgp modes, and should be submitted in CD or a DVD. Software such as photoshop is prohibited, while watermarks or signatures are not permitted.
Application forms and further photo requirements are stated in the Education Ministry’s website or, contact the Director of Co-curricular Activities, Guidance and Counseling & Peace Education branch of the Education Ministry.
Students are requested to submit genuine photographs, as copying from the internet or any other source will be disqualified.
Closing date for applications is September 15, 2014. Winners will be awarded medals and certificates along with consolation prizes. A special certificate will be awarded for the best monochrome photograph.
“The purpose of this competition is to promote photography as a hobby among schoolchildren. This also enhances creativity among students and to choose a career as professional photographers,” Mr. Dissanayake said.

Only those who have left school can apply as private candidates . Any one applying for this examination as a private candidate while still being in school is illegal. If such an instance is revealed, it will result in being debarred from sitting examinations.
Any person not attending any state school, non fee-levying approved school or recognized Pirivena may sit as a private candidate. Applications for this examination will be received from private candidates only up to 20th June 2014.
Private candidates should select the town closest to their permanent residence for the examination.

The Application Form should be 28cm x 21cm in size and cages 01-12 should be on the first page while the cages 13-14 should be on the reverse. The application form sent by you should be in accordance with the specimen application form.

One Candidate should submit only one Application. If any candidate sends more than one application his candidature will be cancelled / results even though released, will be annulled. They also can be subjected to a long term suspension from the examination. Furthermore one envelope should contain only one application. Applications should be completed correctly and clearly in one’s own handwriting and for that matter given instructions should be followed thoroughly.
When using application forms prepared by outsiders, carefully check whether the subject numbers, town numbers and all the other details are in compliance with those given in this notice. The Department will hold no responsibility for any mis-prints in respect of the structure of the application form, subject lists, town numbers etc. It is the responsibility of the candidates to prepare their applications in compliance with the specimen given in this notification which is the official notification of the Department of Examinations.
Proof of Identity at the Examination:
Candidates should prove their identity at the examination centre each time they sit a paper. Valid documents are

All private candidates must pay the prescribed fees, relevant to the number of subjects they wish to appear for.
The prescribed fee has to be paid to a post office / a sub post office and the receipt obtained has to be pasted in the relevant cage in the application and forwarded. Money orders are not accepted. (It is advisable to keep a photocopy of the receipt and the receipt of registration of the application form with the candidate),
Examination Fees paid will not be refunded in full or partially or transferred as fees for any other Examination.
After submitting the applications, the private candidates will not be allowed to change the examination centre, medium of language, subjects under any circumstances. Hence special attention will have to be paid on the above when completing the application.
Applications for which examination fees have been paid to post offices after the closing date of applications and applications received after the closing date will be rejected.

The University Grants Commission will entertain applications for admission to universities from candidates who have satisfied the minimum requirements for university admission at the G.C.E. (Advanced Level) Examination held in August 2013. The Commissioner General of Examinations has already informed the candidates whether they have satisfied the minimum requirements for university admission.
Minimum Requirements for University Admission
Candidates who are pronounced eligible for university admission by the Commissioner General of Examinations and have fulfilled the following requirements are eligible for university admission;
(a) at least ‘S’ Grades; in all three approved subjects in one and the same sitting within a minimum of three attempts; and
(b) a minimum mark of 30% for the Common General Paper
Note 1 : However, the students who sat for the G.C.E (A/L) Examination 2013 as their 4th attempt will be considered for university admission for the Academic Year 2013/2014 only if their third attempt was either in year 2011 or 2012 as explained in the decision No 13/0205/521/008 dated 01.03.2013 of the Cabinet of Ministers, pursuant to the recommendation made by the Supreme Court to allow the students affected due to Z-Score issue in 2011 A/L Examination, to sit the G.C.E. (A/L) Examination as a 4th attempt.
Note 2 : Candidates who are pronounced ineligible by the Commissioner General of Examinations due to not .satisfying (b) above are also allowed to apply for university admission only if they have already satisfied at previous attempt / attempts or would satisfy at any future attempt the said requirement within the three attempts allowed to sit the G.C.E. (A/L) Examination for the purpose of university admission.
Note 3 : Students who got themselves registered as full time students to follow a course of study of 3 year duration or above, leading to a Higher National Diploma (HND) at an Institute which comes under the Sri Ianka Institute of Advanced ‘technological Education (SLIATE) or National Diploma in Engineering Sciences (NDES) at the Technical Training Institute (TTI) of the National Apprentice and Industrial Training Authority (NAITA) based on the results of the G.C.E. (A/L) Examination held in 2012 or prior to 2012 art: also eligible to apply for university admission based on the results of the G.C.E. (A/L) Examination 2013, provided they have withdrawn their registration within a period of 60 days from the last date for registration. Such applicants should send along with the application, a copy of the letter issued by the Institution concerned regarding the cancellation of registration.
The 60 day concession stated herein is not given to candidates who have been selected to fill a vacancy to the above mentioned Institutions.
Method of Obtaining the Prescribed Form and other Particulars about University Admission
Every application for admission should be made in the prescribed form issued with the Handbook on university admission, which is obtainable from the University Grants Commission Secretariat, No. 20, Ward Placc, Colombo 07 or from the Distributing Agents appointed by the University Grants Commission (UGC) on payment of cash, from 23rd April 2014.
Prospective candidates are hereby informed that a ‘Computer Data Sheet* and a large envelope (30 cm X 25 cm) would be issued along with the Admissions Handbook titled, “Admission to Undergraduate Courses of the Universities in Sri Lanka – Academic Year 2013/2014” which will contain the application for university admission. Candidates have to ensure that they have received all those documents when the Handbook is purchased.
(I) The list of Distributing Agents appointed by the UGC is appended below. Application forms could be obtained from them by making a cash payment of Rs. 500/ – in respect of each application form.
(ii) Application forms could also be obtained by post. When application forms arc obtained by post, the applicants should make a deposit of Rs. 500/- in respect of each application form at any Branch of the Bank of Ceylon or People’s Bank to the credit of the UGC Collection Account No. 0002323287 at Torrington Branch of the Bank of Ceylon or Collection Account No. 167-1-001-4-3169407 at Town Hall Branch of the People’s Bank by filling in the paying-in-voucher provided by the Bank. The counterfoil of the paying-in-voucher duly authenticated by the Bank Seal and the signature of an authorized officer on such counterfoil should be sent along with the request for application forms.
Every request for an application form by post should be made to the Additional Secretary (Academic Affairs fir University Admissions), University Grants Commission, No. 20, Ward Place, Colombo 07 by a letter, giving name of the applicant and the medium in which the applicant wishes to have the Handbook on admission procedure. In addition, a self addressed un-stamped envelope of not less than 35 c.m. X 24 c.m. in size should be forwarded.
Closing Date for Applications
The closing date of applications will be 19th May 2014. Completed application forms could be handed over or sent by registered post addressed to the Additional Secretary (Academic Affairs fir University Admissions), University Grants Commission, No. 20, Ward Place, Colombo 07. No applications will be entertained after 19th May 2014.
Note 4 : According to the recruitment policy of the Ministry of Health, in order to be eligible for the course of study in Nursing, the candidates should be a minimum of 4’10″ in height and should be physically fit enough to discharge duties attached to the post of Nurse. Candidates who wish to apply for Nursing should duly fill the Section 8 of the application indicating true and accurate information of height fir physical condition.
However, according to the recruitment policy of the Ministry of Health only 5% out of the total number of recruitments will be for male nurses.
In addition, candidates who wish to be considered for admission to the under mentioned courses of study should apply to the respective University to sit the Aptitude Test, to be conducted by the respective Universities. Nearly half of the Ordinary Level (O/L) candidates have effectively failed the exam as they failed to obtain pass marks in Mathematics which is a compulsory subject.
According to statistics issued by the Education Ministry on Friday, of the 264,177 school candidates who sat for Mathematics on their first attempt, 112,987 or 42.77 per cent failed to obtain at least 40 per cent, the standard pass mark, or a simple pass.
Higher Education Ministry Secretary stated that passing in Mathematics was compulsory to pass the O/L exam, adding that, to qualify for the Advanced Level (A/ L), every student was required to obtain pass marks in Mathematics.
We allow some students who have passed in other subjects to enter the A/L stream, on the condition that they clear Mathematics before they sit for the AL exam. These students are allowed to offer only Mathematics in the following exam to enable them to sit for the A/L exam.
However, statistics released by the Education Ministry state that 66.67 per cent of school candidates taking the exam for the first time, qualified for the Al.
Meanwhile, over half the candidates who sat for the English Language paper at the O/L have also failed to obtain pass marks. Of the 264,157 students who sat, 52 per cent failed. Students performed better in Science where 67.5 per cent obtained pass marks.
The Japanese government has granted Rs. 100 million under its Non-Project Counterpart Fund to implement two projects identified by the Sri Lankan government aimed at facilitating the implementation of the Trilingual Language Policy of Sri Lanka.
The first project is capacity building of language teachers in the general education system promoting a Trilingual Sri Lanka.
Rs. 80.24 million will be provided for this project for teacher development and capacity building by improving the quality of learning and teaching of Sinhala, Tamil, and English to promote trilingual Sri Lanka.
The project will be implemented by the Education Ministry and would support the development of teacher training material and conducting of training programs at provincial, zonal and divisional levels, establishment of quality circles of language teachers etc. The second project is the preparation of handbook for the use of government officers in all IV levels.
Rs. 20 million will be provided for this project for printing of study packs based on syllables prepared for second language proficiency in all four levels of public officers and the printing of related course modules. This project will be implemented by the National Languages and Social Integration Ministry.
The two projects are expected to benefit around 54,150 language teachers (Sinhala, Tamil, and English), nearly four million primary to secondary level students and 1.3 million public officers and the public as a whole.
Japan considers these two projects of great importance in terms of facilitating national reconciliation through promoting a Trilingual Sri Lanka enabling all communities to communicate with each other with ease and understanding. Japan hopes that these projects will enhance the government’s efforts towards reconciliation.
The Education Ministry declared February 28 as a school holiday for Hindu schools in view of Maha Sivarathri observations. Ministry Secretary Anura Dissanayake said. Hindu schools will function on March 8 to cover the holiday he said.

The University Grants Commissions (UGC) yesterday announced that cut off marks for University admission relevant to year 2012 G.C.E (A/L) examinations will be leased by of this week (8th to 10th November 2013) .
The UGC Chairman Professor Kshanika Hirimburegama states UGC to study ways to cut down the period between release of G.C.E (A/L) results and Admission of Students to University.
The government has decided to close 29 schools in the Colombo city from November 6th to 19th in view of the upcoming Commonwealth Heads of Government Meeting (CHOGM) scheduled to be held in Colombo, the Ministry of Education said. 6 more schools will also be closed from November 7, 8 and 9 during this period.
